För tio år sedan fanns det ännu ingen elektronisk tillståndstjänst som kunde användas av kommuner av alla storlekar, vilket inte bara skulle tjäna kommuner utan även lovsökanden och verka över kommungränserna så att i synnerhet professionella planerare och företag inte skulle behöva använda många olika tillståndstjänster när de har att göra med myndigheter i flera kommuner. Tjänsten skulle göra det möjligt att uträtta ärenden och förmedla information dygnet runt, oberoende av var användaren befann sig.
Utvecklingen av tjänsten började som en del av finansministeriets SADe-program (Programmet för påskyndande av elektronisk ärendehantering och demokrati) i miljöministeriets RYPK-projekt (Projektet för utveckling av tjänsterna för den byggda miljön). Lupapiste offentliggjordes på Bygginspektionsdagarna i Uleåborg 2013.
Under de senaste tio åren har tjänsten utvecklats i språng, vilket påskyndats genom kontinuerlig konsultation av kundernas behov och betydande konkurrensutsättning.
Lupapistes framgång beror på att kundperspektivet och djärv utveckling står i fokus, och utvecklingen sker systematiskt i samarbete med användarna. Lupapiste har alltid varit en molntjänst. Automatiska uppdateringar görs var tredje vecka, och molntjänsten säkerställer att varje utvecklingssteg är synligt för alla användare som en omedelbar och samtidig förbättring. Lupapiste växer och skapar nytt tillsammans med sina kunder.
I Finland har Lupapiste-tjänsten för närvarande fler än 300 000 registrerade användare, över 7 200 myndighetsanvändare och 700 företag. Tjänsten används för närvarande i 70 procent av kommunerna i Finland. Det är möjligt att använda den över kommungränserna.
Lupapiste har beviljats Nyckelflaggan och lyder under Cloudpermit Oy, ett helt inhemskt expertföretag för elektroniska tillståndstjänster. E-tjänsten är också en betydande finländsk exportvara och används i flera länder.
